The Orange County Register editorializes that CARB bureaucrats have done serious harm to our state’s commerce and economic freedom by moving forward with cap and trade. Governor Schwarzenegger has made the questionable promise that CARB bureaucrats will be “sensitive, cautious and careful” in their implementation of the most draconian regulatory regime in state history. However, studies show cap and trade will result in steep energy cost increases at a time of record high unemployment, and state bureaucrats do not have a history of caution or sensitivity to business and jobs.
