The Chico Enterprise Record recommends voters support Prop. 23 this Election Day. While when AB 32 was passed, California politicians hoped other states would follow with similar laws of their own, other states have instead decided to postpone such plans as unemployment rises. With California alone in implementing this costly law, the state is at a competitive disadvantage with neighbors who have chosen not to impose the same burdens right now.
